Barnwell Neighbourhood Plan
On 18 January 2022, Barnwell Parish Council approved the Draft Barnwell Neighbourhood Plan for submission to North Northamptonshire Council in accordance with Regulation 15 of the Neighbourhood Planning General Regulations 2012 (as amended). The Draft Neighbourhood Plan has been submitted along with a Basic Conditions Statement, Strategic Environmental Assessment Screening, Habitat Regulations Assessment Screening and Consultation Statement.

Barnwell Design Code
The main objective of the Barnwell Design Code is to develop design guidelines that any potential development in Barnwell, including infill development, should follow in order to retain and protect the rural, tranquil character and historic beauty of the area. The Barnwell Design Code has been prepared as a separate document, but forms part of our Neighbourhood Plan so that it can be used in the determination of planning applications.
Barnwell Neighbourhood Plan Basic Condition Statement
The Basic Conditions Statement explains how the proposed neighbourhood development plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Town Country Planning Act and regulations
Barnwell Neighbourhood Plan Strategic Environmental Assessment Screening Statement
The purpose of the Screening Statement is to set out a screening opinion in relation to whether a Strategic Environmental Assessment (SEA) process is required to accompany the development of the Barnwell Neighbourhood Plan.
Barnwell Neighbourhood Plan Habitat Regulations Assessment Screening Statement
The aim of this Screening Report is to assess whether there are likely to be significant effects on European Sites as a result of the emerging policies set out in the pre-submission draft Neighbourhood Plan that would necessitate the production of a full Habitat Regulations Assessment.
Barnwell Neighbourhood Plan Consultation Statement
The Consultation Statement contains details of the persons and bodies who were consulted about the proposed neighbourhood development plan, how they were consulted and summarises the main issues and concerns raised.
Barnwell Neighbourhood Plan Steering Group
The Plan is being prepared by Barnwell Parish Council, supported by the Barnwell Neighbourhood Plan Steering Group which is made up of Parish Councillors and local residents who have volunteered to help.
Consultation and Engagement
The Neighbourhood Planning (General) Regulations 2012 require neighbourhood planning groups and local planning authorities to undertake publicity in a manner that is likely to bring it to the attention of people who live, work or carry on business in the neighbourhood area at particular stages of the process. Below are some details of the steps we have taken to engage the community and others in shaping the development of the Barnwell Neighbourhood Plan.
2014 Questionnaire
This initial public consultation in May 2014 involved two copies of a questionnaire being delivered to all households in the Neighbourhood Area.
Consultation Meetings and Open Day
On every Monday evening, throughout March and April 2015, Neighbourhood Plan Drop-In session took place at the local village pub, the Montagu Arms. These Drop-In Sessions culminated and ended with a Neighbourhood Plan Open Day on 18 April 2015. This was held in Barnwell Village Hall.
2018 Questionnaire
In April 2018 a questionnaire survey of all those on the electoral register for the parish was undertaken to explore in more detail some of the issues raised by the earlier consultation and to identify the keys issues that the neighbourhood plan needed to look at. It also provided an opportunity for local people to have a further say about the future of the parish.

Draft Pre-Submission Neighbourhood Plan
Under Regulation 14 of the Neighbourhood Planning (General) Regulations 2012, a pre-submission consultation period on the proposed Neighbourhood Plan for Barnwell ran from 14 June 2021 to 9 August 2021.
A full copy of the (Pre-Submission) Draft Barnwell Neighbourhood Plan and accompanying Design Code was distributed to local households so that all groups in the community were sufficiently engaged, including those without internet access.
All representations and comments received have been considered by Barnwell Parish Council and used to amend the Pre-Submission Draft of the Plan.

Barnwell parish was designated as a Neighbourhood Area on 12 Feb 2014. The Qualifying Body is Barnwell Parish Council.

The National Planning Policy Framework (NPPF) was first published on 27 March 2012 and updated on 24 July 2018, 19 February 2019 and 20 July 2021. This sets out the Government’s planning policies for England and how these are expected to be applied.

The Local Plan
Following local government reorganisation, North Northamptonshire Council came into being on 1 April 2021. The North Northamptonshire unitary covers the former district and borough councils of Corby, East Northants, Kettering and Wellingborough which have been abolished.
The Parish of Barnwell is covered by the following development plan documents, which make up the Local Plan (strategic and non-strategic policies):
North Northamptonshire Joint Core Strategy 2011-2031
The North Northamptonshire Joint Core Strategy is the overall strategic plan for North Northamptonshire. It was adopted in July 2016.
Local Plan Part 2 - Rural North, Oundle and Thrapston Plan
The Rural North, Oundle and Thrapston Plan (RNOTP), the Local Plan Part 2 (site specific policies), was adopted by the former East Northamptonshire Council on 18 July 2011. Many policies from the RNOTP were replaced by the new Joint Core Strategy policies, with effect from 14 July 2016.
Replacement District wide Local Plan Part 2
The former East Northamptonshire Council started preparing a District-wide Local Plan Part 2 in January 2017. This will replace remaining policies from the 2011 Rural North, Oundle and Thrapston Plan (RNOTP) and the 1996 East Northamptonshire District Local Plan (DLP), where such policies have not been, or are being, replaced by an equivalent policy in a Neighbourhood Plan.
The Local Plan Part 2 was submitted to the Secretary of State for Housing, Communities and Local Government (Planning Inspectorate) on 29 March 2021.
